Pichu is the Tiny Mouse Pokémon — Electric baby before Pikachu and Raichu. In Pokémon GO it is usually candy on the way to Pikachu — not a finished raid attacker. Electric helps against Water and Flying; Ground hits Electric hard. Hatch Pichu from eggs or catch from events, then evolve. Surf / Volt Tackle kits belong on Pikachu/Raichu.
